Text columns failure

Problem

Trying to form two text columns of same length with white space in right columns for list of contents

Solution

Proposed: Microsoft Expression has columns of equal length by placing a horizontal rule after the right column.

  this works in MS expression to form two equal columns of text within the body or divisions.

I am try to convert from MS Expression to DW 5 for this physics site.
