An ornate certificate border. Change the color of the stroke of your box to change the border's color. The corners don't line up perfectly, but it's pretty darn close. If someone can figure out how to fine-tune it, please do!

Ok -- Let me tell you, the last day I spent trying to figure out how to replicate this EXACT thing using Spirographs; as someone who's not [yet, at least] very proficient in illustrator, this was a massive headache! I had no idea that the old legacy artwork (which has long gone through the lossy-file-format-shuffle) was just too damn nasty to use -- Glad to find the source files that the last designer down here was using -- These are OUTSTANDING. Many thanks for the effort, and for keeping it up for so long -- you've saved my bacon!
