You can create frame scripts in Adobe Flash Professional by placing ActionScript code on the main Timeline of a FLA file, in a frame that contains a keyframe.
It is a best practice to create an actions layer at the top of the other layers in the Timeline and place all frame scripts on this layer that contains only ActionScript. This convention makes it easier to access and update the frame scripts in a project without requiring the use of the Movie Explorer to locate them.
To place frame scripts on a tween layer, create them on another layer and drag them to the tween layer. A frame script can reside only in a frame outside a motion tween span.
