HERE'S HOW:
In Full Edit mode, click the Create tab.
Choose Artwork, and browse through backgrounds, frames, and other options. The ones with gold corner ribbons were created just for Plus members and delivered directly to your software.
To see just the Plus member artwork, click the double arrow to the right of the Content bar and choose Only Show Photoshop.com Content.
Pick the new spring designs you want to use and they'll be added to the content in your software. Or right-click to Make Available Offline, and it's all yours.

HERE'S HOW:
Click the Share tab and then choose Online Album.
Choose your photos, click Share, and then choose Change Template.
Click the white double arrows in the Template Selection panel and choose Only Show Photoshop.com Content.
Look for the Clothesline template with the gold ribbon.

When you first launch Elements, click Tutorials from the Welcome Screen. Or see Tips by clicking the icon or text in the lowest right corner of your screen.
Click on the Message Pod to get access to your tutorials in the Inspiration Browser.
 
(Note: Once you download a new Plus template, theme, or tutorial, the gold ribbon will no longer appear on that option. Just choose Show All to see all available choices.)
