Redistribution of Flash Player and Flash Player updates requires a current redistribution license. If you do not have a license, you’ll need to Apply to distribute Flash Player. Note that public email addresses (e.g. gmail, Hotmail, Yahoo!, etc) are not allowed.
The Flash Player ActiveX installers posted here are for Windows 7 and below. As of Windows 8, Microsoft embeds Flash Player in Internet Explorer, and Edge browser in Windows 10. All Flash Player ActiveX updates for Windows 8.1 and above are distributed by Microsoft via Windows Update.
Flash Player Background Update resources
If you are hosting the Background Update installers locally you can download the resources cab file at https://fpdownload.adobe.com/get/flashplayer/distribution/win/fp_background_update.cab.

Flash Player Catalog for Microsoft System Center Updates Publisher 4.5 (SCUP)
If you are using the Microsoft System Center Updates Publisher 4.5, you can import the Adobe Flash Player Catalog for deployment via WSUS 3.0 SP2.
1. Start the Microsoft System Center Updates Publisher 4.5.
2. Right Click System Center Updates Publisher and select settings.
3. Click Add.
4. In Add Catalog provide location of CAB file and fill the other fields as below:
5. Right click System Center Updates Publisher and select import update(s).
6. Select “Bulk catalog import”.
7. Click Next.
8. Choose Accept on next dialog box, this will import the catalog.
9. Click Close.
10. Now all updates available in the catalog can be viewed in SCUP console.
11. Right click on each update to set the publish flag.
12. After setting up the publish flag, right click on System Center Updates Publisher and select publish update (s), to publish all flagged updates to WSUS 3.0 SP2 Server.
13. Follow the wizard to publish the updates, click Next.
14. Click Close on the confirmation dialog to complete the wizard.
15. Now these updates will be available under the SCCM console at the next sync cycle and are ready to be deployed.
Flash Player Catalog for Microsoft Systems Management Server (SMS) 2003 R2
If you are using Microsoft Systems Management Server (SMS) 2003 R2, you can import the Adobe Flash Player Catalog with the Inventory Tool for Custom Updates.
1. Start the Microsoft Custom Updates Publishing Tool.
2. Click Settings.
3. Choose the Import List tab and click Add.
4. In the Choose Path field, enter the location of the Adobe Flash Player catalog:
5. In the Publisher field, enter "Adobe Inc."
6. In the Name field, enter "Adobe Flash Player Catalog."
7. Enter an optional description, if desired.
8. Click OK.
You have now successfully added the Flash Player catalog to your import list.
