The e-mail instructs each team member to define a new site in UltraDev for the Arrow Aircraft project, and lists the settings. Then the e-mail tell users to copy the attached Connections folder into their site's local root folder. Copying the folder will create a connection called connArrow allowing the team member to connect to the database on the development server.
