No. When you purchase one of the Adobe Touch Apps and sign up for a free Creative Cloud membership, there is no additional cost to use the file management and sharing capabilities in Adobe Creative Cloud.

Connectivity between the Adobe Touch Apps and Creative Cloud (to sync, store, and share files) is provided as a benefit of Creative Cloud membership. However, the Adobe Touch Apps do need to be acquired and/or downloaded separately.¹
