About This Transparency Report
Adobe Software Systems Ireland (“Adobe” or “we”) takes seriously its responsibility to prevent terrorists and violent extremists from exploiting our products and services. We are also committed to promoting transparency regarding the actions we take to improve the online safety of our offerings.
Adobe is publishing this transparency report (“Report”) in accordance with Regulation (EU) 2021/784 on addressing the dissemination of terrorist content online (“Terrorist Content” and “EU TCR” or “Regulation”), for the reporting period, January 1, 2025 – December 31, 2025.
This is the first year that Adobe has received a notice under this Regulation.
1. Information about measures in relation to the identification and removal of or disabling of access to terrorist content.
Adobe’s General Terms of Use (“GTOU”) and Content Policies prohibit the use of any of Adobe’s products or services to create, generate or share any content that is unlawful, harmful, threatening or violent. Our Extremist Content Policy specifically prohibits the use of Adobe platforms to threaten, promote, or glorify terrorism, or to recruit people to terrorist causes. This includes, but is not limited to, content that “provides instructions on making explosives and weapons for the purpose of committing terrorism offenses” as well as “attempts to recruit members to join” these efforts.
Adobe’s platforms have an in-product Report Abuse mechanism that enables users to report any content they consider to be illegal or in violation of our GTOU and Content Policies. All potentially violative content that gets flagged gets reviewed by a human reviewer on our Trust & Safety team before it is actioned.
2. Information about measures to address the reappearance online of material which has previously been removed or to which access has been disabled because it was considered to be terrorist content, in particular where automated tools have been used.
Adobe has policies and practices in place to ensure that any content we have removed does not re-appear.
3. The number of items of Terrorist Content removed or to which access has been disabled, pursuant to removal orders issued under the TCR, and the number of removal orders under the TCR where the content has not been removed or access to which has not been disabled, together with the grounds therefor.
During the reporting period, Adobe received one (1) removal order from a competent authority under the EU TCR and removed one (1) piece of content in accordance with that order.
4. Number of complaints from content providers requesting reinstatement of Terrorist Content removed or to which access has been disabled by Adobe.
During the reporting period, Adobe received zero (0) complaints requesting the reinstatement of Terrorist Content which has been disabled by Adobe.
5. The number and outcome of administrative or judicial review brought by the hosting service provider.
During the reporting period, Adobe had zero (0) matters under administrative or judicial review pursuant to this Regulation.
6. The number of cases in which the hosting service provider was required to reinstate content or access thereto as a result of administrative or judicial review proceedings.
